Reference: Memorandum for Distribution, Contractor Project Performance Data Uploads to the Project Assessment and Reporting System, September 22, 2022
The timeline for migration to PARS JSON reporting is stated in the September 22nd memorandum as moving in early 2023. During the time from January to November 2023, the EFCOG Project Controls Subgroup under the Project Delivery Working Group has helped DOE PM test the new JSON schema with various schedule and cost tool vendors including PARS validator as a final step in developing the specifications and ensuring the vendor tools provide the desired capability. This testing phase has taken longer to develop and check, and provided much improved clarity to the process and allowed the vendors to better prepare their tools to support DOE.
We now have a much better understanding of vendor tools and their timeline to finalize changes made for DOE. The relationship between DOE, EFCOG, and vendors to include Oracle, Deltek, Decision Edge, For Project, Midnight Dynamics, and Encore Analytics has been invaluable. The final working production tools are set to take place this next month with sites needing a few weeks to load the updated software. The new target timeline to migrate from CSV and mdb to JSON is for contractors to start loading in PARS test server the December data by end of February with all working to migrate to the PARS production server by the end of June 2024 CPP upload. We will continue to work with all contractors to help them be successful in their efforts to move to JSON format.
