The PARS User Training - Basic Course  (Learning Nucleus ID: 83618)  6 hours in one hour sessions - on demand e-learning

   

The Department of Energy’s (DOE) Project Assessment and Reporting System (PARS - a formal, authoritative system of record) is DOE’s Project Management Information System (PMIS).  This system is used by contractors, Federal Project Directors, Program level oversight, and DOE headquarters independent project analysts.  The analysis and reporting capabilities of PARS provide decision-makers at all levels with tools to analyze and best manage these projects over their life. PARS is also the repository for data and documents in accordance with DOE directives. As such, the data is used for various purposes including metrics to successfully complete projects.

Project Assessment and Reporting System User Training Basic Course provides the user community with an understanding of PARS and its components.  There are two PARS User Training courses: Basic and Advanced. In this basic course, the focus is on mastering the core functions of PARS and creating a familiarity with the tools in Empower™, a commercial analytical tool for looking at project performance.   Upon completing the basic course, you will be able to:

  • Define the basic organization and operations of PARS.
  • Identify the data uploaded into PARS.
  • Define user roles in PARS.
  • Explain the Document Management System (DMS) of PARS.
  • Identify the basics of Empower™ and how it is used within PARS.
  • Demonstrate Empower™ tools for project analysis.
  • Organize data using filters and pre-filters.

This course is best completed within one week of starting.

Project Assessment and Reporting System User Training Advanced Course addresses using PARS and Empower™ to evaluate and forecast project status as well as locating the key issues that hinder or help project success. The core skills and tools used in the Basic Course (take the basic course before this course) will be combined together in the Advanced Course to perform a high level of project and data analysis.  It is also important to have a basic understanding of earned value management.  The user should take the EVMS 24/7 course in addition to the PARS basic training course or have equivalent training before taking.

Upon completing the advanced course, you will be able to:

  • Assess which Empower™ and PARS tools and capabilities to use in analyzing projects.
  • Apply the DOE Earned Value Management System (EVMS) and Project Analysis Standard Operating Procedure to projects (EPASOP).
  • Evaluate Projects using appropriate dashboards, views, charts, and reports information.
  • Assess data provided to DOE through the use of EVMS metrics and data quality reports.
  • Build advanced pre-filters in Empower™.
  • Analyze metrics and Data Quality Indicators (DQI) in Empower™.

This course is best completed within one week of starting.
